{"id":3952,"date":"2012-04-27T16:47:00","date_gmt":"2012-04-27T13:47:00","guid":{"rendered":"https:\/\/www.forumige.org\/4th-general-assembly-and-the-2nd-international-symposium\/"},"modified":"2026-05-09T17:10:32","modified_gmt":"2026-05-09T14:10:32","slug":"4th-general-assembly-and-the-2nd-international-symposium","status":"publish","type":"post","link":"https:\/\/www.forumige.org\/en\/4th-general-assembly-and-the-2nd-international-symposium\/","title":{"rendered":"4th General Assembly and the 2nd International Symposium"},"content":{"rendered":"\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/preprod.forumige.org\/Figea\/uploads\/images_articles\/28a08e20eab6bd24bcee9e40a68fb9d0.jpg\" alt=\"\"\/><\/figure>\n\n<p class=\"wp-block-paragraph\">The Angolan capital, Luanda, hosted from 23 to 27 April 2012, the 4th General Assembly and the 2nd International Symposium of the Forum of State General Inspections of Africa and assimilated institutions, whose chosen theme was &#8220;<em>the fight against fraud, abuse and corruption in public investment contracts<\/em>&#8220;.<\/p>\n\n<p class=\"wp-block-paragraph\">These meetings were attended by representatives of state general inspectorates and similar institutions from nearly twenty African countries and many partners, notably the services of the European Anti-Fraud Commission, the John Jay College of Criminal Justice, the United States Association of Inspectors General, the African Development Bank, the Intergovernmental Action Group against Money Laundering in West Africa (GIABA).<\/p>\n\n<p class=\"wp-block-paragraph\">The 4th general assembly of FIGE began on 23 April 2012, and had as agenda:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>The renewal of the members of the steering committee;<\/li>\n\n\n\n<li>the adoption of the financial statements for 2009, 2010, and 2011;<\/li>\n\n\n\n<li>the adoption of the 2012 budget, the amendment of the statutes;<\/li>\n\n\n\n<li>the appointment, on an honorary basis, of a FIGE ambassador.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">The work started with the inaugural speech of the outgoing Chairperson of the Steering Committee, Ms. Nafy Ndour Ngom, Auditor General of Senegal, which commended the major advances made, particularly in terms of cooperation with international institutions since the creation of the forum and stressed the need to take stock of the six years it has been in existence in order to refocus efforts on achieving the objectives aimed at the consolidation of the African network.<\/p>\n\n<p class=\"wp-block-paragraph\">The Inspector General of State and Administration of Angola, Dr. Joaquim MANDE, reminded in his speech that <em>&#8220;good governance, transparency and honesty in the management of public affairs are ideals for which inspectors, controllers and auditors constantly sacrifice themselves for the well-being of their fellow citizens.&#8221;<\/em><\/p>\n\n<p class=\"wp-block-paragraph\">The General Assembly then proceeded to renew the governing bodies of FIGE, with appointments to the Presidency of the Steering Committee of the Inspector General of the Administration of Angola, from the Vice-President of the Steering Committee to the Minister Delegate at the Presidency, Responsible for the Superior Control of the State of Cameroon.<\/p>\n\n<p class=\"wp-block-paragraph\">Were elected as members of the Committee, the State General Inspectorates of Benin, Mauritania and C\u00f4te d&#8217;Ivoire and the General Finance Inspectorate of the DRC, the latter newly acceding to FIGE.<\/p>\n\n<p class=\"wp-block-paragraph\">The members of the Executive Secretariat of FIGE, Mr. Abdou K. Gueye and Mr. Hassan Issa Sultan have been reappointed to their respective positions of Executive Secretary and Deputy Executive Secretary for a transitional period of 2 years.<\/p>\n\n<p class=\"wp-block-paragraph\">In addition, the general assembly decided to create the honorary title of Ambassador of FIGE. Ms. Nafy Ndour NGom, Auditor General of Senegal was appointed for her commitment and ongoing support to FIGE. <\/p>\n\n<p class=\"wp-block-paragraph\">In this regard, many recommendations have been adopted, such as the creation in C\u00f4te d&#8217;Ivoire of a training institute in collaboration with the JJCJ of the United States, the search for resource-generating activities as well as greater involvement on the part of members with their respective governments in order to solicit financial support for strengthening FIGE\u2019s actions.<\/p>\n\n<p class=\"wp-block-paragraph\">The 2nd International Symposium of FIGE, which had for theme <em>&#8220;the fight against fraud, abuse and corruption in public investment markets<\/em>&#8221; took place on 24 April 2012 and was marked by the contributions of several international experts, in particular those of the European partner of the Office de lutte anti-fraud, the Inter-African Group for the Fight against Money Laundering (GIABA) and several other stakeholders.<\/p>\n\n<p class=\"wp-block-paragraph\">The work continued with two workshops on institutional reforms needed for an effective fight against corruption and on measures to detect and prevent corruption, resulting in several recommendations.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Angolan capital, Luanda, hosted from 23 to 27 April 2012, the 4th General Assembly and the 2nd International Symposium of the Forum of State General Inspections of Africa and assimilated institutions, whose chosen theme was &#8220;the fight against fraud, abuse and corruption in public investment contracts&#8220;.
