These meetings brought together for two days a hundred participants from 25 countries of the African continent composed of FIGE member countries but also invited countries, representatives of the European Commission and the European Investment Bank.<\/em><\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">As is customary within the FIGE, the proceedings of this 5th General Assembly took place under the chairmanship of the Minister Delegate at the Presidency in charge of higher control of the State of Cameroon, Mr. Henri EYEBE AYISSI, at the head of the host institution of these assizes. The agenda of this 5th General Assembly, which was a pivotal meeting for FIGE as it stood at a crossroads nine years after its creation, focused, among other things, on the adoption of the financial statements for the 2012\/2013 fiscal years, the amendment of the FIGE Statutes and the adoption of the Statutes of the training institute for auditing and inspection professions, and finally the renewal of the FIGE\u2019s governing bodies.<\/p>\n\n<p class=\"wp-block-paragraph\">The members of FIGE adopted all the items on the agenda, including the amendment of the statutes in which it is stated that Djibouti will continue to host the headquarters and that the position of Executive Secretary will henceforth be assigned to the Inspector General of State of Djibouti. In this case, Mr. Hassan Issa Sultan, Inspector General of State of Djibouti was appointed Executive Secretary of FIGE replacing Mr. Abdou Karim Gueye, former Inspector General of State of Djibouti.<\/p>\n\n<p class=\"wp-block-paragraph\">As many decisions that reflect the trust placed in the Republic of Djibouti by the members of FIGE and which result as the consecration of the efforts made by the highest authority of our country to the creation of FIGE, which took place in Djibouti in 2006, and to its sustainability.<\/p>\n\n<p class=\"wp-block-paragraph\">In addition to the decisions mentioned above, the members of FIGE have renewed the members of the Steering Committee which is composed as follows:<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>President<\/strong>: the Services of Higher State Control (CONSUPE) of Cameroon;<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Vice-President:<\/strong> the General State Inspectorate of the Republic of C\u00f4te d&#8217;Ivoire; <\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Members<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li>The Executive Secretary of FIGE, without voting rights;<\/li>\n\n\n\n<li>The General State Inspectorate of Mauritania;<\/li>\n\n\n\n<li>The General State Inspectorate of Angola;<\/li>\n\n\n\n<li>The General State Inspectorate of Madagascar.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">Furthermore, FIGE has new bodies with the creation of the positions of Commissioners, to whom the following personalities have been appointed:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Mr. Joaquim Mande, State Inspector General of Angola as Commissioner for Resource Mobilization and New Members;<\/li>\n\n\n\n<li>Mr. Niamien Ngoran, State Inspector General of C\u00f4te d&#8217;Ivoire as Commissioner for Resource Mobilization and New Members;<\/li>\n\n\n\n<li>Mr. Abdou Karim Gueye, State Inspector General of Senegal in his capacity as Commissioner for Strategic Directions and Standardization, who will also be responsible for setting up the FIGE Training Institute.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">At the end of the work of this 5th General Assembly, the new Executive Secretary of FIGE outlined in his inaugural address the new priority areas of FIGE that he will tackle during his term. It is notably about the enlargement of the network and in particular towards the English-speaking country which are very minority in our forum which can sometimes give the impression of an organization reserved exclusively for the institutions of control of the French-speaking administrative order. He added a second key point, which is standardization, stating that &#8220;this will necessarily require the early operationalization of the FIGE training institute, which is intended to become a center for training and research excellence in governance.&#8221; Standardization is a subject of strategic importance because it should allow the convergence of working methodologies of FIGE member institutions.<\/p>\n\n<p class=\"wp-block-paragraph\">Motions of thanks were addressed to the various personalities and partners of FIGE, notably to His Excellency Mr. Paul BIYA, President of the Republic of Cameroon, for having allowed the organization of this meeting, to the Minister Delegate, In charge of the Consupe, for the warm welcome and the perfect organization of this meeting, as well as to the services of the Commission of the European Union (OLAF and AIDCO) for the substantial support provided for the organization of this work.<\/p>\n\n<p class=\"wp-block-paragraph\">The members of FIGE also expressed their sincere thanks to Mr. Joaquim MANDE, outgoing Chairman of the Steering Committee and the other outgoing members for all the efforts made to consolidate the network, as well as to Mr. Abdou Karim GUEYE, Inspector General of State of Senegal, came to the end of his term at the head of the Executive Secretariat of FIGE, for the consecration and all the efforts he made for the creation, construction, and consolidation of FIGE.<\/p>\n\n<p class=\"wp-block-paragraph\">Finally, the 3rd international symposium that took place in the margins of the 5th General Assembly focused on &#8220;<em>the role of public structures and civil society in controlling the management of public funds<\/em>&#8220;. It was attended by representatives of the Anti-Fraud Office of the European Commission (OLAF), the European Investment Bank, the United Nations Development Programme (UNDP), and the firms Gibson Dunn and Kroll. Through presentations and practical cases, the representatives of these prestigious institutions brought to the participants of this 3rd symposium their immense experiences.
