{"id":3931,"date":"2018-06-22T02:26:00","date_gmt":"2018-06-21T23:26:00","guid":{"rendered":"https:\/\/www.forumige.org\/the-5th-international-fige-symposium\/"},"modified":"2026-05-09T16:26:10","modified_gmt":"2026-05-09T13:26:10","slug":"the-5th-international-fige-symposium","status":"publish","type":"post","link":"https:\/\/www.forumige.org\/en\/the-5th-international-fige-symposium\/","title":{"rendered":"The 5th International FIGE Symposium"},"content":{"rendered":"\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/preprod.forumige.org\/Figea\/uploads\/images_articles\/21eac9a076a6d54715307bc198336dad.jpg\" alt=\"\"\/><\/figure>\n\n<p class=\"wp-block-paragraph\">On the sidelines of the 8th meeting of the Steering Committee of the Forum of State General Inspections of Africa and Assimilated Institutions (FIGE), were held the proceedings of the 5th international symposium organized by the State General Inspection of C\u00f4te d&#8217;Ivoire in Abidjan, economic capital on 22 June 2018.<\/p>\n\n<p class=\"wp-block-paragraph\">This important work has as its theme: <em><strong>Which State General Inspectorate for the promotion of good governance in Africa? <\/strong><\/em>brought together several participants, including representatives of the State General Inspections of several FIGE member countries, development partners as well as senior officials from the Ivorian administration. <\/p>\n\n<p class=\"wp-block-paragraph\">The symposium was inaugurated by the Vice-President of C\u00f4te d&#8217;Ivoire SEM. Daniel Kablan Duncan, representing the Ivorian Head of State SEM. Alassane Ouattara, who recalled the importance of a State General Inspection in the administrative machinery. He recalled the prominent place accorded by the President of the Republic of C\u00f4te d&#8217;Ivoire, SEM. Alassane Ouattara at the General State Inspectorate in his strategy for transforming the administration of his country. SEM. Duncan did not fail to congratulate the organizers of this international event whose objective is to increase the effectiveness of higher internal control bodies and external audit contributing to good governance. He urged participants to promote &#8220;the culture of responsibility and accountability of state agents as well as acts related to good governance in all areas&#8221;.       <\/p>\n\n<p class=\"wp-block-paragraph\">For his part, Mr. Th\u00e9ophile Ahou N&#8217;Doli, Inspector General of C\u00f4te d&#8217;Ivoire and Chairman of the FIGE Steering Committee, said that good governance must be a priority and a development issue for our African countries in order to better meet the vital needs of our populations. He expressed the hope that this colloquium will make it possible &#8220;to open the reflection on the essential measures or the necessary reforms to be implemented with a view to the redesign or the rearrangement of the institutional framework, the operation and the missions of the State General Inspectorates (IGE)&#8221;. <\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Excerpts from the stakeholders&#8217; communications<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">This conference saw the presentations of five panelists to open the debate and initiate exchanges on the central role of the IGE in promoting good governance.<\/p>\n\n<p class=\"wp-block-paragraph\">The Inspector General of the State of Djibouti and Executive Secretary of FIGE, Mr. Hassan Issa SULTAN was the first to speak. He first recalled that the concept of good governance is based on four important pillars: integrity, transparency, integrability or inclusiveness, accountability or accountability. These pillars provide a bridge between good governance and sustainable development.  <\/p>\n\n<p class=\"wp-block-paragraph\">The prominent place given to good governance challenges the State General Inspectorates because they are the backbone for the promotion and above all the building of a sound and effective management of public finances, says the Inspector General of the State of Djibouti.<\/p>\n\n<p class=\"wp-block-paragraph\">The Executive Secretary of FIGE also recalled the powers of the IGE and especially the power to investigate, which is very important in carrying out its missions.<\/p>\n\n<p class=\"wp-block-paragraph\">Finally, Mr. SULTAN insisted on the guarantee of the independence of the General State Inspectorates. Indeed, the independence of the IGE must be set by law to ensure legal protection against any interference with independence and supervisory power. This independence must be not only institutional but also financial in order to give the institution the necessary means to carry out its missions.  <\/p>\n\n<p class=\"wp-block-paragraph\">The second intervention was given by the Auditor General of Senegal, Mr. Fran\u00e7ois COLLIN, who stressed two essential points namely the solidity of the foundations of our institutions and their performance in the context of good governance.<\/p>\n\n<p class=\"wp-block-paragraph\">For Mr. COLLIN, an IGE is based on a set of statutory elements among which the asserted independence of the State Inspectors General, the swearing in (taking of oath of this body), the power of self-referral, direct referral to the State Prosecutor in cases of strong suspicion of an economic crime or offence.<\/p>\n\n<p class=\"wp-block-paragraph\">The organization of the IGE stands out with an institutional positioning, autonomy in managing the funds at its disposal and a multidisciplinary human resources. To be effective, our IGE must give greater importance to the rigor of controls, to the training of its staff, to monitoring or monitoring\/evaluation and finally to the popularization of its actions. <\/p>\n\n<p class=\"wp-block-paragraph\">He emphasized cooperation and sharing of experience between African GEIs but also with similar international organizations.<\/p>\n\n<p class=\"wp-block-paragraph\">To conclude, the Auditor General of Senegal declared at the hearing &#8220;one does not confront a State to impose its views on it, one convinces it of the justness of its ideas&#8230;&#8221; It should be borne in mind that there is no perfect independence for the IGE and that it only has the value of the environment, especially politics, which we want to assign to it. It has only the strength that those involved in the political and institutional game are willing to concede.  <\/p>\n\n<p class=\"wp-block-paragraph\">The Inspector General of State of Madagascar, Mr. Edmond RANDRIANANDRASANA stated at the outset that to promote good governance and respect for the rule of law in Africa, the Inspectorate General must be able to act effectively and credibly.<\/p>\n\n<p class=\"wp-block-paragraph\">Also for the State Inspector of Madagascar, State inspectors must scrupulously observe the principle of integrity and objectivity. Another major criterion to be respected is the universality of control, which must cover all public assets, namely the entire public sector constituted by the State, its decentralized services, and decentralized communities, public enterprises and national or local public institutions as well as any body receiving public funding. <\/p>\n\n<p class=\"wp-block-paragraph\">According to Mr. RANDRIANANDRASANA for an increased performance of the agents of the IGE, and given the primacy of the role assigned to the IGE, it must have a proper code of ethics or deontology.<\/p>\n\n<p class=\"wp-block-paragraph\">Finally, he called for the development at the FIGE level of standards adapted to the African context and in line with internationally accepted auditing standards.<\/p>\n\n<p class=\"wp-block-paragraph\">Mr. Abdou Karim GUEYE, international consultant and former made a presentation focused on the prospects for African State general inspections in governance. According to the consultant, not all opportunities have yet been exploited in terms of good governance. <\/p>\n\n<p class=\"wp-block-paragraph\">The nature of inspection work must adapt to the context in which it operates with the advent of new information and communication technologies. They must also have a broader view of control by integrating governance performance with a monitoring and evaluation system based on results-based management. <\/p>\n\n<p class=\"wp-block-paragraph\">To conclude, Mr. Gueye believes that an integrated strategic vision should be promoted in order to achieve greater effectiveness and thus avoid the fragmented approach, which saw a multiplication of oversight bodies.<\/p>\n\n<p class=\"wp-block-paragraph\">He thus recommends a rank, the special status of the IGE and management empowerment; the power of sanctions; an ethic of equality in relation to accountability; results, performance, quality, and finally leadership imbued with a strategic vision.<\/p>\n\n<p class=\"wp-block-paragraph\">Mr. Souleymane SERE, international consultant, examined the principles of governance in the public sector and the implications as well as the new missions of the African State General Inspections.<\/p>\n\n<p class=\"wp-block-paragraph\">Governance is defined as a system for setting up information, management, and steering processes and structures to achieve established objectives.<\/p>\n\n<p class=\"wp-block-paragraph\">The concept of public governance has evolved, inspired by private management. This, state policies are now implemented through quantified programs associated with objectives, actions to be taken and performance indicators. It is based on policies and procedures to provide reasonable assurance that objectives are met and activities are conducted in an ethical and responsible manner.  <\/p>\n\n<p class=\"wp-block-paragraph\">Other intrinsic values have emerged with this new concept of public governance. It is about transparency, which concerns the degree of openness of the State towards its citizens, but also the promotion of fairness and the guarantee of probity for civil servants who must feel considered but at the same time accountable. <\/p>\n\n<p class=\"wp-block-paragraph\">The Burkinabe expert, Mr. Serre, stressed that to successfully transform the IGE, it is essential to have methodological tools such as procedural manuals and well-provided documentation in the field of intervention, but also a training plan for IGE employees with mobilization of funding, an organization and evaluation of training as well as collaboration with training institutions.<\/p>\n\n<p class=\"wp-block-paragraph\"><em>In conclusion, the exchanges and sharing of ideas during this international symposium certainly led to the capitalization of experiences. They especially emphasized that the State General Inspectorates play a central role in promoting good governance and contribute to the search for solutions to overcome the difficulties and dysfunctions that are obstacles to the development of African countries. However, the State General Inspections must constantly adapt their operations, tools and processes to the evolution of the African context.
